Anubis / Xlib

Those functions return Maybe(DB_XXXX) according to their type. This is useful when we parsing web_arg and the argument doesn't exist. For type constructor we need all component to be able to construct it. Hence these functions assume the role of getting argument value with dummy value. Generally the missing argument are optional or autonomous value (generated) during the insert or update like created_datetime or updated_datetime.

add get_DB_date, get_DB_time and get_DB_datetime function into web_arg_utils

- add partial as alternative into HTML_Off_Form and HTML_In_Form, which
- add list of core attributes in table option
- add html (HTML_Off_Form) as "alternative" into actioner_aspect. Hence we can put every we want
- remove generate_random_string and move it to tools/random.anubis
